ASHLEY DRIVE DUPLICATION – IN WANNIASSA, SOUTH CANBERRA 

PES was successful in winning and then delivering the site management and contract management services for this major Canberra road and bridge project in 2017/2018.  This project was developed by Capital Works Design and Delivery on behalf of Roads ACT in order to increase safety and support traffic management along Ashley Drive between Erindale Drive and Johnson Drive crossing Isabella Drive.  The project had been recognised for several years as being a priority project due to the rapid growth in Canberra’s south, resulting in increased traffic recorded to be in the order of 20,000 vehicles per day.  The project will provide an important link between Johnson Drive in Richardson and Sternberg Crescent, in Wanniassa.

Fundamentally, the Ashley Drive stage 2 Duplication works involved the civil construction works including:

  • duplication of the carriageway to provide for four lanes between Erindale Drive and Johnson Drive.
  • reconfiguration of existing intersections at Clift Crescent, Barraclough St, Bugden Ave, Clive Churchill Ave and Statton St including widening of the existing carriageway at the intersections to provide turning lanes.
  • construction of new stormwater drainage including swale drains and pit & pipe systems
  • construction of a new road bridge over Monks Creek adjacent to the existing structure
  • maintenance resealing of the existing carriageway
  • construction of new pedestrian underpasses adjacent to existing pedestrian underpasses north of Statton Street and Bugden Avenue
  • barrier upgrades on the existing road bridges across Tugeranong and Monks Creeks and the existing underpasses north of Statton St and Bugden Ave
  • relocation of a significant number and variety of public utility services,
  • reinstatement of existing shared paths displaced by the duplication of the road and construction of new paths
  • construction of northbound and southbound on-road cycle lanes and connection with existing cycleways
  • construction of significant lengths of concrete footpaths to link with existing off-road paths,
  • installation of traffic signals at Clift Crescent, Bugden Avenue and Statton Street,
  • new utility services supplies were required to service the new street lighting and traffic signals. The new services required included:
  • new low voltage power supplies to services new street light control cubicles (SLCC) at Clift Crescent and Bugden Avenue
  • new low voltage power supplies to service new traffic light controllers at Clift Crescent, Bugden Avenue and Statton Street
  • new Telstra communications connections required for the new traffic light controllers at Clift Crescent, Isabella Drive, Bugden Avenue and Statton Street are to form part of the Early Works Package
  • provision of conduits for the future installation of CCTV cameras at key intersections (Erindale Drive / Ashley Drive, Isabella Drive / Ashley Drive and Budgen Avenue / Ashley Drive) and a mobile variable message sign
  • public utility adjustments were managed by the Construction Contractor and assisted by PES and included:
    • Relocation of watermain – Refer TRITS Specification 03
  • Connection of power to traffic and streetlight controllers.
    • Construction of a protections slab over sections of gas main
  • work undertaken by ACTEW under a Provisional Sum included.
    • New pole mounted sub-station at Clift Crescent
    • New pole and pole mounted substation at Isabella Drive
    • New pole mounted sub-station at Bugden Avenue
    • New pole mounted sub-station Statton St
  • temporary traffic management throughout the project was ongoing to ensure both safety and convenience to for the traveling public and construction workers
  • Significant urban landscaping, including demolition and tree removal associated with the new works
  • Some streetlighting items were supplied by the Principal. The provided included:
    • Light poles (including outreach arms and luminaires) and streetlight controller cubicles.  These items will be stored by ACT Government until required by the Contractor

Individual construction activities undertaken during construction included:

  • Site Establishment
  • Traffic management including the provision of approved Traffic Management Plans, to facilitate the construction of the works
  • Widening of pedestrian underpasses
  • Duplication of road bridges
  • Provision of site accommodation for the Contractor’s and Principal’s personnel
  • Environmental management
  • locating, relocating (as required) and protecting public utility services;
  • maintenance of existing roadway as specified;
  • provision of temporary erosion and sedimentation controls;
  • provision for pedestrian and cyclists;
  • earthworks, including clearing and grubbing, removal and stockpiling of topsoil, excavation and haulage of material for reuse (including stockpiling as required) or off site removal as required, foundation treatments, placing of general fill and upper zone material and construction of the Selected Material Zone;
  • construction of stormwater drainage;
  • demolition of existing redundant ancillary items including drainage system (pipes, pits etc.) kerb and gutter, median islands, pavements, footpaths and the like;
  • provision of asphalt;
  • street lighting works;
  • provision of street furniture;
  • provision of hard and soft landscaping
  • ancillary works, including new kerbs and/or gutters;
  • installation of new traffic control signals;
  • provision of pavement marking and raised pavement markers;
  • provision of signposting;
  • landscape planting and maintenance;
  • removal off site of surplus material including topsoil as required;
  • opening to traffic;
  • revegetation of exposed new works and of areas disturbed by your construction activities;
  • clean up and restoration of work areas and the areas disturbed by utility authorities in carrying out adjustments within the site;
  • preparation of “work-as-executed” drawings and documentation for handover to TAMS.
